DaSA Examination

The Rother District Council Development and Site Allocations (DaSA) Local Plan was submitted to the Secretary of State for Examination on 18 January 2019.

 

Inspectors Report

On 5 November 2019, Rother District Council received the Inspector's Report on the Examination of the Rother Development and Site Allocations Local Plan. The independent Inspector concluded that "with the recommended main modifications set out in the Appendix the Rother Development and Site Allocations Local Plan satisfies the requirements of Section 20(5) of the 2004 Act and meets the criteria for soundness in the National Planning Policy Framework."

The Council will now commence the process of adopting the DaSA Local Plan through Cabinet and Full Council.

 

Programme Officer

Rother District Council (RDC) has appointed Charlotte Glancy, of Banks Solutions, to act as the Programme Officer for the Rother DaSA Local Plan examination. The Programme Officer manages the administrative and procedural matters of the examination process and acts as a liaison between the Council, the Inspector and participants in the examination. The Programme Officer has no involvement with the preparation of the Rother DaSA Local Plan and reports directly to the Inspector.  Any correspondence or queries relating to the examination process should be directed to the Programme Officer as follows:

Those who made representations at the Proposed Submission stage will, if the Inspector deems it appropriate, be offered the opportunity to submit further material or take part in specific Hearing Sessions at his/her request and will be notified regarding the examination process by the Programme Officer.

Independent Inspector

The Secretary of State has appointed Mr Mike Worden BA (Hons) DipTP MRTPI to undertake an independent Examination of the Plan and subsequently issue a report with his conclusions.

 

Public Hearing Sessions

In accordance with regulation 24 of the Town and Country Planning (Local Planning) (England) Regulations 2012, Public Hearing sessions were be held as part of the Examination. For more information, please see the Public Hearing Sessions page.

Consultation on Modifications

The consultations on both the Main Modifications and changes to Policies Maps, as well as the Additional Modifications ran from Tuesday 30 July to Tuesday 10 September.

All representations on Main Modifications and changes to Policies Maps have been submitted to the Inspector for consideration. Responses to Additional Modifications will only be considered by the Council and not by the Inspector as they do not relate to the soundness of the plan.

In addition, a small number of representations were received which were not related to any Modifications and can be viewed below.

A Consultation Statement has been prepared, which summarises the consultation procedures and representations received.

The Inspector indicated that the schedule should include all of the main modifications that he considers necessary to make the plan sound, without prejudice to his final conclusions. He will need to take into account the main modifications consultation responses before finally concluding whether a change along the lines proposed is required to make the plan sound and he will make formal recommendations in his report to the Council.
