Scrap Metal Dealers Registration

The Scrap Metal Dealers Act 2013 ensures that there is more effective regulation of the scrap metal and motor salvage trades.

Licence summary

Scrap metal dealers and collectors must be registered with the local authority and this should help to support those that are legitimately operating and provide increased powers to tackle unscrupulous traders who are causing an issue within the industry.

There are two licences one is a site licence and the other is a collector's licence. You will need to apply for one or the other in the local authority area where you trade. If you trade within a number of local authority areas you will need to make an application to each local authority in order to continue to trade in that area.

Incomplete applications will not be processed. Please ensure that all sections are fully completed. If the question does not apply please indicate this on the form.

Application Fees

  • New Scrap Metal Site/Collector Licence: £500
  • Renewal of Scrap Metal Site/Collector Licence: £400
  • Variation of Licence: £60

How to apply

We use Gov.uk to issue all of our scrap metal collector and site licences online. You will need to log-on to Gov.uk to apply for your first licence or to renew with Rother District Council.

Please note, incomplete applications will not be processed and will be returned to you.

To complete your application you will also need to provide:

  • A basic DBS check. You can apply for this at: https://www.gov.uk/request-copy-criminal-record and it currently costs £23.  Please note your certificate must not be more than 3 months old. Your certificate will be returned to you once it has been checked.
  • A passport sized photograph. This can be uploaded during your online application or posted to us with your Basic Disclosure.
  • For collectors -details of the make, model and registration number for the vehicle to be used for collections.

Varying your scrap metal collector and site licence

Once you have your licence, you can vary your licence during the licence period for a fee of £60. You can vary your scrap metal licence online by using the Gov.uk website.
