Proposed changes to Rother's Validation List for Public Consultation

Rother District Council formally adopted its National and Local List of Planning Application Requirements (aka the Validation List) in 2013, publishing the first document in November that year. Since then minor changes have been made to the List on an on-going basis.

A more formal review of the document has recently taken place and the latest version is now published for a period of consultation.

The revised version takes account of the provisions of the Town and Country Planning (General Management Procedure) Order 2015 and the latest national government advice in the NPPG. From the Council's perspective it now includes references to the Rother Local Plan Core Strategy (adopted in October 2014) and the Community Infrastructure Levy (introduced in May 2016).

Notable amendments to the List include:

  • Sustainable drainage requirements following the designation of the County Council as Lead Local Flood Authority in 2015 including additional drainage information requirements in Fairlight Cove;

  • The latest affordable housing thresholds taking account of central government policy;

  • Pre-application community engagement for larger schemes;

Public Consultation

The Government advises that where a local planning authority considers that changes are necessary, the proposals should be issued to the local community, including applicants and agents, for consultation. Thereafter the consultation responses should be taken into account by the local planning authority when preparing the final revised list.

New planning applications will be subject to the requirements of the amended List once it has been formally adopted.
